Town centre site occupied by the Grade II listed Narrowgate House. There are also a number of associated buildings and outbuildings on the land to the rear of the main building. The building has been identified for having potential for redevelopment through a sensitive conversion project. This is likely to include the selected clearance of non-listed buildings. Permission was granted for a total of 8 apartments alongside commercial floorspace in 2016 (15/02603/FUL). The works involve two elements. Firstly, the demolition of the coach house and stable block at the rear of the site and construction of 3-new build homes. This is intended as a first phase to the development. Following this, works to the listed building will be progressed. The basement will be converted to a cafe, with the rest of the building to be converted to 5 apartments. There is already one existing flat (C3) as part of the property, which will be included in the renovation works. So, on final completion 7 net additional homes will be provided. Site works commenced in 2020 but have progressed slowly due to heritage constraints. The developer has confirmed that, although the permission is for 8 units (7 net), they only intend to deliver the 3 mews houses (new-build) at present. The conversion aspect will not be progressed for the time being, and the main listed building will not be available for residential use in the immediate future. Whilst the permission will not lapse, and the theoretical capacity from the extant planning permission remains, the future delivery of all outstanding units is currently discounted. If/when new information becomes available to suggest a change to this position, then deliverability can be appraised.
