The site is located adjacent to the urban confines of Hartley which has adequate facilities/services and transport links. The existing access onto Ash Road could be utilised for the eastern parcel but it is not possible to see how access could be achieved to the western parcel without third party involvement. Overall the eastern parcel is considered able to accommodate development, however it is located in the Green Belt so this designation would need to change in order for it to be developed.
