If this site is required for such a route then once an adoptable standard highway, including appropriate landscaping has been delivered and the existing business has been re-located then residential uses could be delivered on any land that remains. Until such time as a potential secondary access route has been agreed through to BAR01 then housing on this site would only be acceptable after this time.
